We were appointed by Lidl Great Britain Limited to provide transport planning consultancy services in relation to a planning application at their existing store on Ringwood Road in West Howe, Bournemouth.

Mayer Brown’s Transport Planning Consultancy Services put to use by Lidl

Development proposals consisted of the demolition of the existing 1,055sqm foodstore and construction of a new, modern 2,480sqm replacement foodstore. This included associated parking for 154 cars through the integration of adjacent land.

We assisted in the development of the site layout and access arrangements in line with local and national guidance. We also prepared a detailed Transport Assessment to assess the impact of proposals upon the local highway network and a Travel Plan to promote and support utilisation of sustainable travel modes.

Transport Planning Considerations and Negotiations

As part of the application, consideration included, but was not limited to:

  • Accessibility of the site via non-car modes of travel
  • Reported local road collisions, identifying any patterns and/or safety concerns
  • Review of extensive vehicle, cycle and pedestrian survey data
  • Parking demand associated with the store and nearby uses.

 

Following submission of the application, we undertook extensive negotiations with the Highways Officer. This was necessary to address their consultation response, including the following:

  • Undertaking detailed trip generation and parking demand assessments at a comparable store
  • An enhanced delivery strategy justification
  • Lane simulation modelling and review
  • Negotiated the removal of proposed highway contributions to mitigate the local impact of the development.

 

Through working closely with the clients’ project team and the highway authority in addressing the various points raised, the replacement foodstore was granted planning permission in December 2018.
