Transport Assessment and associated Travel Plan to support a planning application for a mixed use development of apartments and commercial space close to Preston city centre.
Mayer Brown’s Role:The proposed development was on the site of an existing private car park that was licensed as a temporary car park by Preston City Council. Due to the nature and location of the existing site adjacent to the primary shopping area of Preston city centre, the project included a detailed review of site accessibility (using GIS) and an assessment of parking demands and impacts in the area.
The city centre highway network in the vicinity of the site formed part of European Union CIVITAS (CIty-VITAlity-Sustainability) proposals to reduce car journeys through the city centre core. Linked trips to both the commercial and residential elements of the development to and from the city centre were therefore considered in detail, in order to ensure a successful planning application.
The constrained site neighboured the only remaining part of Preston’s surviving medieval street pattern. Although producing challenges for delivery and refuse vehicle access the scheme built upon the medieval pattern which was reflected within the design.
