Sainsbury’s Supermarkets and Stockdale Developments Scheme Objectives:This is a major town centre regeneration scheme which includes a new supermarket for Sainsbury’s, additional retail units, the extension of an existing retail mall, a new cinema complex, restaurants and cafes, two town centre squares with improved pedestrian access to all facilities, additional car parking and a new bus station.
Sainsbury’s and Stockdale Developments were selected by Cherwell District Council following competitive bids from a number of developers. The District Council and Oxfordshire County Council placed great emphasis on the need for the preferred scheme to meet a number of challenging transport objectives.
Mayer Brown’s Role:
Mayer Brown has worked closely with the Architects and other parties involved in the project to ensure a commercially viable scheme that meets the various transport criteria set down by the local authorities.
This has given Mayer Brown wide ranging responsibility for the Transport Planning and Highway Design aspects of the project including the following areas:
- An in depth Transport Assessment of the impact of the development on the traffic patterns in the surrounding road network including junction analysis, estimates of traffic generation and modal analysis.
- Assessment and Design of the pedestrian walkways and their impact on accessibility to the new facilities in the development.
- The vehicle access arrangements for the new facilities.
- Recommendations for and the Design of Highway improvements.
- Advice on the layout and access arrangements for a new decked rooftop parking area and the management of the car parking.
- The location and layout design of the new Bus Station and the interfaces between buses, other vehicles and pedestrians.
- Detailed layout drawings for the new highway network and pedestrian footways showing the effect on existing services and recommendations for relocation.
- Organisation of a stopping up order for part of an existing road through the site.
- The supply of cost estimates for the Highway works.
- A new Traffic Management system and Signal arrangements.
- Site supervision of Highway works.
