Scheme Objectives:

The West of Waterlooville MDA is allocated in the current Hampshire County Structure Plan for a development of 2000 dwellings and 30ha of employment land by 2011, with a further provision for 1000 dwellings. In order to assess the transport impacts of this major development, it was considered necessary to develop a SATURN model of road traffic based on an earlier 1999 SATURN model from the Government Office of the South East (GOSE).

Mayer Brown’s Role:

The main task was to update the 1999 model to re-base it to 2002 when most of the data is available and to evaluate various development scenarios. These included:

• Updating the network to reflect changes in the network.
• Gathering and analysing new survey data.
• Estimating travel demand from the new survey data and calibrating and evaluating the model.
• Evaluating development scenarios.
