Scheme Objectives:
To produce a cycle strategy which provides a structured approach to cycle route investment in the town centre. The strategy would provide an auditable and evidence based approach to cycle network design to encourage cycle use.

Mayer Brown’s Role:
The strategy considered short, medium and long term proposals for core cycling routes to and through the town centre. The effect of new developments on cycle routes was included in the study. A cycle accessibility audit was completed using GIS technology to assess the extent of Blackburn accessible by bike using standard 10 and 20 minute intervals. The assessment also took into account factors such as junction delay and adverse gradient.
A key area of concern was the low level of cycle usage amongst ethnic minorities. Improvements to cycle infrastructure in areas with a high proportion of ethnic minorities was targeted alongside softer measures to promote cycling amongst these groups. The strategy included a review and recommendations of supporting cycling facilities, interchange development and various traffic management measures.
